This ability is easily one the most powerful abilties in the game.  Anything that enters the range of the ability will not have any passive regeneration for 5 long minutes. 5 minutes without hull repair and shield restore are the equivalent of several thousand hull and shield points of not regenerated combat damage. This also limits abilty usage to what AM the ship had when entering the range. Build one in any Vasari defense at the outer edge of the gravity well and watch as the enemy is running dry on antimatter while your starbase pounds him to pieces.
