Envoy Cruisers are used to improve relations with other empires, or to make Minor Factions friendly towards the player.

- Armor The armor of this ship is extremely weak, so it can not take a beating.
- Damage This ship has no weapons.
They come with two abilities by default: Diplomatic Immunity makes them invulnerable for a short time, and Goodwill is used to turn Minor Faction held planets friendly towards the player. They also have three more researched abilities that can be used near allied planets. These abilities differ depending on race.
