The unique capacity to completely nullify strike craft temporarily is something that should not be underestimated and when multiple Hangar Defenses are placed on the same planet, devoting a third to half of them to this ability is not unwise.
Like Light Carriers, hangars require antimatter to build strike craft, which in longer battles can run out if this ability is being used as well. As a result, dedicating some hangars to disabling enemy strike craft can be very good indeed as some battles will already be finished by the time the ability wears off, leaving the fighters and bombers without a host and without reinforcements, allowing your strike craft from ships or other hangars to easily pick them off.
