The titan broadcasts a powerful message to all ships in the gravity well. Friendly ships receive a weapon cooldown bonus while enemy ships receive a weapon cooldown penalty. This does affect the Ankylon and all other Titans making it much stronger. The best way to use this attack is when you're coming into an attack with a decent sized fleet. This attack will become very useful, very fast and help with damage control and amplify the damage you can deal to the enemy fleet. ( Assuming you have a fleet to get the weapon cooldown buff! )
