Buffs Enemy/Ally Planet maximum population by 25%. This buff is always active in any enemy/ally gravity well that is occupied by a Neruda Envoy. If the Envoy is destroyed or leaves the gravity well, Maximum population will return to normal. All population growth due to the 25% bonus will be immediately lost if all Neruda's leave or are moved out of the gravity well.
