It may go without saying, but I have found that the easiest way to deal with the situation described is to send those capitol ships on over to planet A and eliminate the Culture Centers.Jgzman 23:14, 27 February 2009 (UTC)

I don't think that the explanation of how culture works really follows the wiki's formal writing style... Could someone improve it? (don't look at me, I don't understand culture - still)

The "more info than you needed" section is incorrect: The usual maximum rate of change is actually .07/s, but on occasion I've seen it jump to .1/s - I just don't know the conditions for it. I usually see it when dominating an AI player, with captial ships in the gravity well of one that was already at .07/s down.
