Targeting Uplink is an ability commonly paired with Javelis to enhance their already exceptional range, and can allow your fleet a free volley or two while the enemy closes the gap. With sufficient ranks, this ability allows your Javelis to out range starbases, allowing you to attack them with impunity. This ability can also be used by stationary starbases to allow them to attack long-range enemies like Ogrovs. Alternately, it can be combined with Garda Flak Frigates, which have imperfect accuracy when attacking fighters and bombers. This effectively gives them a damage boost. It's extremely useful when supporting a small fleet in a asteriod field - the Erratic Debris of an asteroid field drops the accuracy of all ships within the gravity well by 20%, which targeting uplink can negate. It's also useful against an Advent player using the Vertigo ability of the Rapture Battlecruiser, which induces a chance to miss amongst your forces.

Other than these cases, Targeting Uplink is of little use since range usually isn't a big issue and accuracy is usually at 100% anyways. Of all "passive" abilities, this one requires the most pro-active effort on your part to get full benefit.
