Twin Fortresses is a research option that allows you to have two Argonev Star Bases at one planet and 5 at a star. This can only be acquired if you are playing TEC Loyalists.
Twin Fortresses applies anywhere that starbases can be built, meaning that you can also have an extra one constructed at neutral or hostile gravity wells, not just friendly planets.
